old paint pack

A new old looking filter pack. Building on the previous concept, using turbulence filter primitives -in fractal noise input mode as always...- to add displacement.
This time, added in inkscape menu and tooltip attributes for easier handling. If put into the inkscape/share/filters folder, you can access the filters contained in this pack by the "worn paint" option of the filters menu.
Should have done this from the start. Still yet another reason to improve the previous filter packs further.
